SUMMARY AND BACKGROUND: The purpose of this Public Hearing is to formally adopt the 2010 Forest Park Comprehensive Plan Partial Update following its recent approval by the Atlanta Regional Commission (ARC) and Georgia Department of Community Affairs (DCA). Adoption of the document will fulfill DCA planning requirements under the Georgia Planning Act of 1989 and restore Forest Park’s Qualified Local Government Status.

1. Consider a Resolution to adopt the 2010 Partial Update to

the City of Forest Park Comprehensive Plan Pursuant to

State of Georgia Local Planning Requirements Chapter 110-12-1-.08 Rules of the Georgia Department of Community Affairs

2. Consider a Resolution requesting authorization to surplus and donate a 1983 Ford Fire Engine to the Thurston Volunteer Fire Department

3. Consider a Resolution by the City Council of the City of Forest Park authorizing the Mayor to execute a License Agreement with the Southern Football League for the use of Kiwanis Stadium to conduct a Football game at a rate of two hundred dollars ($200) per game for the stadium and seventy-five dollars ($75) per game for use of concession stand; to provide for severability; to provide an effective date; and for other purposes

SUMMARY AND BACKGROUND: The Southern Football League has requested the use of Kiwanis Stadium and concession stand to conduct semi-pro football games on the following dates: July 10^th, 17^th, 24^th, 31^st, August 7^th, 21^st, October 23^rd, November 13^th, 2010. The License Agreement is a revocable License Agreement and specifications for the use of City of Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.

4. Consider a Resolution by the City Council of the City of Forest Park authorizing the Mayor to execute a License Agreement with Forest Park Youth Football for the use of Kiwanis Stadium, Lopez Field, Baker Field, Burke Field, Stanford Field and Johnson Field from July 26^th, 2010 through November 20^th, 2010 to conduct football and cheerleading practices and games in their Youth Football Program; to provide for severability; to provide an effective date; and for other purposes

SUMMARY AND BACKGROUND: The Forest Park Youth Football are requesting the use of Kiwanis Stadium/concession stand and ball fields (Baker, Burke, Johnson, Lopez, Stanford) July 26^th through November 20^th to conduct games and practices. Practices are Monday through Thursday from 5 p.m. to 9 p.m. and games on Saturdays. The License Agreement is a revocable License Agreement and specifications for the use of City of Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.

5.Consider an Ordinance by the City Council of the City of Forest Park authorizing the Mayor to sign and accept a Community Economic Adjustment Planning Assistance Grant for calendar years 2010 and 2011 from the Department of Defense Office of Economic Adjustment for the purpose of preparing an Outreach and Comprehensive Reuse Plan for Fort Gillem and to appropriate the matching funds from the transfer to LRA Fund Line Item #100-22-1510-61-1006; to provide for severability; to repeal all Ordinances ad parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes
