REGULAR MEETING OF MAYOR AND COUNCIL
OF NOVEMBER 2, 2009
Call to Order: The Regular Meeting of Mayor and Council of November 2,
2009 was called to order by Mayor Corine Deyton at 6:00 p.m.
Invocation: The invocation was given by Reverend Reed Crumbliss of
the First Baptist Church of Forest Park
followed by the Pledge of Allegiance to the American Flag.
Roll Call: Present were Mayor Corine Deyton, Mayor Pro-tem
Sparkle Adams, Councilman Donald Judson and Councilwomen Maudie McCord and Linda
Lord.
Also
present were City Manager John Parker, Director of Finance Mike Blandenburg,
Director of Planning, Building and Zoning Steve Pearson, Deputy Director of
Recreation and Leisure Services Sharon Smith, Chief Eddie Buckholts, Captain
Cotrell, Management Analyst Angela Redding and City Attorney Robert
Mack.
Approval of Mr. Judson made a motion to approve the minutes of the
Minutes: Work Session
of Mayor and Council of October 19th and the Regular Meeting of
Mayor and Council of October 19th, seconded by Ms. Adams. Voting for the motion was unanimous.
Comment Period: Mr. Roy Lunsford spoke. He
stated there was a good turnout for Autumn in the Park but the flag at the Park
needed to be replaced and he noticed part of the Roof at the Fire Station
needed to be replaced also.
Presentations: Chief Buckholts presented Certificates to the following
firefighters that completed their National Professional

Deyton presented a Proclamation to the Babb Middle School Football Team for
winning the Clayton County Championship with an undefeated season.

winning the Clayton County Championship.

Pro-tem Adams presented a proclamation to Michael Bragdon and Robert Beasley
proclaiming November as “Family Month”.

Judson made a motion to approve the request, seconded by Ms. Lord. Voting for the motion was unanimous.

Ordinance-
Request was made to consider
an Ordinance by the City
Soil
Erosion Council for the City of
Forest Park, Georgia, to amend
& Title
8, Chapter 5 of the Code of Ordinances of the City, Sedimentation: so as to adopt a new and revised Soil Erosion
and Sedimentation
Control Ordinance; to provide for severability;
to repeal all Ordinances and parts of Ordinances
in conflict herewith; to provide an effective date; and for
other purposes.
Ms. Adams made
a motion to approve the Ordinance, seconded by Ms. Lord. Voting for the motion was unanimous.
Ordinance - Request was made to consider an Ordinance by the City
Acquisition Council for the City of Forest Park, Georgia, to authorize
purchase the acquisition and purchase of certain real estate
in the
of property: City for a purchase price of less than the appraised
value; to provide for temporary funding of said purchase from the General Fund
of the City; to provide for reimbursement to the General Fund from funds
received from the “SPLOST” tax in 2009; to provide for severability; to repeal
all Ordinances and parts of Ordinances in conflict herewith; to provide an
effective date; and for other purposes.
Mr.
Judson made a motion to approve the Ordinance, seconded by Ms. Lord. Voting for the motion was unanimous.
Ordinance - Request was made to consider an Ordinance by the City

made a motion to approve the Ordinance, seconded by Ms. Lord. Voting for the motion was unanimous.
Ordinance - Request was made to consider an Ordinance by the City
Appropriation Council for the City of
of funds – Fire appropriate additional funds in the amount of $14,475.00
Department: to cover added computer equipment maintenance costs for the
Fire Department; to repeal all Ordinances and parts of ordinances in conflict
herewith; to provide an effective date; and for other purposes.
Mr.
Judson made a motion to approve the Ordinance, seconded by Ms. Adams. Voting for the motion was unanimous.
Resolution - Request was made to consider a Resolution by the City
Employment Council for the City of Forest Park, Georgia, to authorize
Agreement: the Mayor to execute a Second Amendment to the Employment
Agreement with the City Manager; so as to extend the term of said agreement for
two years and to provide for other terms and conditions of employment; as set
forth in said Second Amendment which is attached hereto as Exhibit A and
incorporated herein by reference; to provide for severability; to repeal all
Resolutions and parts of Resolutions in conflict herewith; to provide an
effective date; and for other purposes.
Mr.
Judson made a motion to approve the Resolution, seconded by Ms. Lord. Voting for the motion was unanimous.
Comments: Ms. Lord reminded everyone of the South Side Neighborhood
Watch Meeting tomorrow night at 6:30 p.m.
She also stated a Southside Homeowners Meeting will be Thursday night at
City Hall.
Adjournment: Ms. McCord made a motion to adjourn, seconded by Ms.
Lord. Voting for the motion was
unanimous.
