REGULAR MEETING OF
MAYOR AND COUNCIL OF
Call to Order: The regular meeting of Mayor
and Council of
Invocation: The invocation was given by Rev. Willie Green followed by the Pledge of Allegiance.
Roll Call: Mayor Corine Deyton, Mayor Pro-tem Donald Judson, Councilwomen Debbie Youmans, Sparkle Adams and Linda Lord.
Also present were City Manager John Parker, Director of Finance Mike Blandenburg, Director of Planning, Building and Zoning Steve Pearson, Director of Public Works Mike Gippert, Director of Support Services Christine Terrell, Asst. Fire Chief Ray Clark, Deputy Director of Recreation and Leisure Services Sharon Smith, Management Analyst Angela Redding, Colonel Tommy Orr and City Attorney Joe Harris.
Approval of minutes: Mr. Judson made a motion to approve the minutes of the Work Session of October 1st, the Regular Meeting of October 1st, the Regular Meeting of October 15th and the Special Meeting of October 23rd, seconded by Ms. Adams. Voting for the motion was unanimous.
Comment Period: Ms. Diane Lunsford commented concerning an article written in the News Daily about the Candidate Forum that was recently held.
Ms. Judson thanked all their friends and neighbors for all of their enthusiasm and stated she was looking forward to voting tomorrow.
Mr. Willie Finch spoke concerning police cars not moving from the roadway when they stop vehicles.
Mr. Darnell Moorer thanked the Mayor and Council for giving the Planning and Zoning Board the opportunity to receive training for their services on the Board. He stated he learned the City’s Planning and Zoning Department is actually at the top of the list as far as the State is concerned. He also praised the Fire Department for their services when his son suffered seizures while at school. He stated his appreciation goes out to all of the fire and rescue personnel for their professional attitude. He stated the responding personnel were Capt. Brackett, Lt. D. Hall, Paramedic Rusty Hicks, Firefighter Gene Harvey and Mike Cobb.
Mr. Herman
Brown spoke about all of the vandalism and property damage that has been
occurring around his house on
Proclamation: Mayor Deyton presented a proclamation for “Foreclosure Awareness Day” to Patrice Duncan, Sr. Vice-President of D & E, the Power Group.
Renewal of retail Mr. Judson made a motion to approve the

Mr. Judson made a motion to approve the renewal of the retail alcohol license for liquor only from Napro, Inc. D/B/A R & J Bottle Shop, seconded by Ms. Youmans. Voting for the motion was unanimous.
Ordinance Request was made to consider an Ordinance to
To amend Title
5, by the City Council for the
City of
Chapter 2:
(Roll-off
containers) of Ordinances of the
City, so as to reorganize, clarify, and make consistent the city’s ordinances
governing Roll-Off Container Service and Solid Waste Compactor Service in the
City; to provide for severability; to repeal all ordinances and parts of
ordinances in conflict herewith; to provide an effective date; and for other
purposes.
Mr. Judson made a motion to approve the Ordinance, seconded by Ms. Youmans. Voting for the motion was unanimous.
Ordinance - Request was made to consider an Ordinance by
Purchase of
police by the City Council for
the City of
Cars: Georgia to
authorize the purchase of certain Capital equipment for the Department of
Police Services; to repeal conflicting ordinances; to provide for severability;
to provide an effective date; and for other purposes.
Mr. Judson made a motion to delete this ordinance, seconded by Ms. Youmans. Voting for the motion was unanimous.
Comments by Mayor Deyton reminded everyone to vote
Governing Body: tomorrow.

Deyton informed the citizens there will be a Special Called Meeting, November 7th
at
