WORK SESSION OF MAYOR AND COUNCIL OF FEBRUARY 15, 2010
Call to Order: The Work Session of Mayor and Council of February 15, 2010 was called to order by Mayor Corine Deyton at 6:00 p.m.
Present: Mayor Corine Deyton, Mayor Pro-tem Sparkle Adams, Councilman Donald Judson and Councilwomen Maudie McCord, Linda Lord and Karen-Brandee Williams.
Also present were City Manager John Parker, Director of Finance Mike Blandenburg, Director of Public Works Mike Gippert, Director of Planning, Building and Zoning Steve Pearson, Director of Support Services Christine Terrell, Deputy Director of Recreation and Leisure Services Sharon Smith, Chief Dwayne Hobbs, Major Chris Matson, Chief Eddie Buckholts, Management Analyst Angela Redding and City Attorneys Robert Mack and Joe Harris.

Ordinance to amend Title 4, by adding a new Chapter thereto to be knows as Chapter 4, so as to govern and regulate alarms, false alarms and alarm systems in the City; to repeal Section 4-1-8 and Section 11-1-36 of the City code pertaining to alarms and alarm systems –
Ms. Adams had several concerns with the new Ordinance being presented. The first is condensing the six free ones down to two and the user pays after the first two, and then under the appeal process the City Manager will conduct a hearing and consider the evidence. She suggested the appeal process should consist of a Citizens Review Panel.
Chief Hobbs stated most of the problem is with businesses. He stated the real issue is with safety to the officers because when they go to a house time and time again because of a false alarm, that lends complacency to the officer and the second reason is to banish the alarm companies that improperly install the alarms. He stated the officers waste about half the year answering false alarms.
Chief Hobbs stated when there is a false alarm going off and no one is home to turn it off, it generates even more calls.
Ms. Adams felt there should be more discussion and doesn’t agree with the order of due process.
Ms. Williams asked they talk to the alarm administrator before making a decision.
The majority of Council requested a Special Meeting be held with the Alarm Administrator before a decision is reached in regard to this Ordinance.
Ordinance to extend the Moratorium on Permits for adult entertainment establishments originally provided for in Ordinance No. 09-63:
Mr. Harris stated this moratorium will remain in effect until March 15th. This will allow time for the Mayor and Council to address the new Adult Entertainment Ordinance scheduled to be considered at the Special Meeting of March 8th. Mr. Harris stated this also allows time for the notice to run in the paper advertising the Public Hearing.
Resolution declaring certain City property
to be surplus property:
It was noted that the list of surplus property will be posted on the website.
Executive Session: Ms. Lord made a motion to enter into Executive Session to discuss legal matters, seconded by Ms. McCord. Voting for the motion was unanimous.
The Governing Body entered into Executive Session at 6:40 p.m.
The Work Session reconvened and adjourned at 7:10 p.m.
