REGULAR MEETING OF MAYOR AND COUNCIL OF MARCH 15, 2010

 

 

 

 

Call to Order:              The Regular Meeting of Mayor and Council of March 15th was called to order by Mayor Corine Deyton at 7:00 p.m.

 

Invocation:                  The invocation was given by Councilwoman Maudie McCord followed by the Pledge of Allegiance to the American Flag.

 

Roll Call:                     Present were: Mayor Corine Deyton, Mayor Pro-tem Sparkle Adams, Councilman Donald Judson and Councilwomen Maudie McCord, Karen-Brandee Williams and Linda Lord.

 

                                    Also present were City Manager John Parker, Director of Finance Mike Blandenburg, Chief Dwayne Hobbs, Director of Planning, Building and Zoning Steve Pearson, Management Analyst Angela Redding, Deputy Director of Recreation and Leisure Services Sharon Smith, Chief Eddie Buckholts, Director of Support Services Christine Terrell, Director of Public Works Mike Gippert and City Attorney Robert Mack.

 

Approval of Minutes:  Mr. Judson made a motion to approve the minutes of:

·         Special Meeting of Mayor and Council of February 24th

·         Work Session of Mayor and Council of March 1st

·         Regular Meeting of Mayor and Council of March 1st

·         Special Meeting of Mayor and Council of March 8th

 

                                    Seconded by Ms. Adams, voting for the motion was unanimous.

 

Comment Period:        Ms. Trudy Smith spoke.  She stated the biggest mistake a                                                    governing body can make is to think they are bigger and more                                             important than the individuals they have been put in place to                                          represent.  We the citizens, at large, are unwilling to continually                                      have our wishes for our City ignored.  She stated you have                                                  forgotten who you worked for.  She stated there was a time when                                       government entities were immune to the same work ethic as                                             regular working public and that time has passed.  Whether elected,                                           hired or appointed you must do what the citizens want or we will                                          find someone that will. She stated the days of shoving things down                                    our throats and have us sit idly by are gone.  There are thousands                                        of unemployed people looking for a source of income.  You can be                           recalled, fired or removed from your appointed positions.  We                                                 demand our City be returned to the rightful owners, the citizens.                                         Get our best interests and wishes at heart or get out.     

 

Appointments:                        Mr. Judson made a motion to approve the following appointments,                                                 seconded by Ms. Adams.

·         Allyson Pitts as Chief Municipal Judge

·         Ethenia F. King as Asst. Muncipal Judge

·         Bobby Simmons as Environmental Court Judge

·         Jerry Patrick as City Solicitor

 

                                    Voting for the motion was unanimous.

 

Recess:                        Judge Daphine Walker administered the oath of office to newly                                         appointed Chief Municipal Judge, Allyson Pitts.

Oath of Offices:         

                                    City Attorney Robert Mack administered the oath of office to                                             newly appointed Asst. Municipal Court Judge, Ethenia F. King.

 

                                    City Attorney Robert Mack administered the oath of office to                                             Environmental Court Judge, Bobby Simmons.

 

                                    City Attorney Robert Mack administered the oath of office to City Solicitor, Jerry Patrick.

 

Reconvene                  Ms. Lord made a motion to reconvene the meeting, seconded by

Meeting:                      Ms. McCord.  Voting for the motion was unanimous.             

 

Renewal of retail         Request was made to consider renewal of a retail alcohol license  liquor, beer & wine-       for liquor, beer and wine from TIKU, Inc. D/B/A Forest Park   

Forest Park Bottle       Bottle Shop, 4467 Jonesboro Road, no exceptions noted.

Shop:

                                    Mr. Judson made a motion to approve the renewal for a retail alcohol license from TIKU, Inc. D/B/A Forest Park Bottle Shop, seconded by Ms. Lord.  Voting for the motion was unanimous.

 

Resolution -                 Request was made to consider a Resolution by the City Council of

License Agreement     the City of Forest Park Authorizing the Mayor to execute a License

With Forest Park         Agreement with Forest Park Braves for the use of Lockhart Field

Braves:                        from April 3, 2010 through September 30, 2010 to conduct baseball games; to provide for severability; to provide an effective date; and for other purposes.

 

                                    Ms. Adams made a motion to approve the Resolution, seconded by Ms. McCord.  Voting for the motion was unanimous. 

 

Comments:                  Ms. Adams stated the United Way is requesting volunteers for their ShoeBox Project, beginning April 5th to May 21st. 

 

                                    Ms. Adams stated tomorrow students from the surrounding schools will be holding elections for Mayor and Council of the Teen Council.

 

                                    Ms. McCord stated the Northside Neighborhood Watch Meeting will be held Thursday night at 6:30 pm. at the Police Department.

 

                                    Mr. Parker stated the Health Fair Bus will be at City Hall on March 29th from 9:00 am. to 5:00 p.m.

 

                                    Ms. Williams stated that Census Day is April 1st and encouraged everyone to complete the forms.
