REGULAR MEETING OF MAYOR AND COUNCIL OF MAY 19, 2008

 

 

 

Call to Order:               The Regular Meeting of Mayor and Council of May 10, 2008 was called to order by Mayor Corine Deyton at 7:00 p.m.

 

Invocation:                    The invocation was given by Rev. Charles Grant followed by the Pledge of Allegiance to the American Flag.

 

Roll Call:                      Present were:  Mayor Corine Deyton, Mayor Pro-tem Sparkle Adams, Councilman Donald Judson and Councilwomen Maudie McCord and Linda Lord.

 

                                    Also present were City Manager John Parker, Director of Finance Mike Blandenburg, Director of Support Services Christine Terrell, Colonel Tommy Orr, Director of Public Works Mike Gippert, Asst. Fire Chief Ray Clark, Director of Recreation and Leisure Services Elaine Corley, Building Inspector Mike Tuttle, Management Analyst Angela Redding and City Attorney Joe Harris.

 

Approval of                  Mr. Judson made a motion to approve the minutes of the Work

Minutes:                       Session of May 5, 2008 and the Regular Meeting of Mayor and Council of May 5, 2008, seconded by Ms. McCord.  Voting for the motion was unanimous.

 

Comment Period:          Ms. Christine Ellington, Linda Way, spoke concerning a problem she has with the Department of Public Works.  She stated her garbage can was taken and was to be replaced with a new one.  She was told it would take a week to get another container and this was unacceptable.  She felt she should receive a replacement container without her service being interrupted.

 

                                    Mr. Darnell Moorer advised Council that the Forest Park Ministers Association will hold their next Clean Up for Ward 2 on Saturday, June 7th from 9 a.m. to noon and invited all residents to participate.  He spoke concerning vacant homes on Ruby Lane and asked if the City could hold absentee landlord more accountable for property maintenance issues.

 

                                    Leroy, Thurmond Road, spoke concerning Ordinance 08-10, and the police equipment purchase.  He stated there was not a signed check for the purchase, and no evidence of the Main Street Revitalization project.

 

Recess:                         Mr. Judson made a motion to recess to hold a Public Hearing, seconded by Ms. Adams.  Voting for the motion was unanimous.

 

Public Hearing:             Mayor Deyton opened the Public Hearing to receive comments on the request to rezone property located at 1023 Finley Drive from RM-85 Multi-family residential to C-2 Central Commercial.

 

                                    Mayor Deyton asked if there was anyone present to speak concerning this request. 

 

                                    Leroy spoke and stated there should be no opposition to this request and any effort Rev. Grant would make to enhance the community would be in the benefit of the community as a whole.

 

                                    There being no one else to speak, Mr. Judson made a motion to close the public hearing, seconded by Ms. Adams.  Voting for the motion was unanimous.

 

Request to rezone         Request was made to rezone property located at 1023 Finley Drive

1023 Finley Drive:        from RM-85 Multi-family Residential to C-2 Central Commercial.

 

                                    Mr. Judson made a motion to approve this request, seconded by Ms. Adams.  Voting for the motion was unanimous.

 

Ordinance-                   Request was made to consider an Ordinance by the City Council of

Community                   the City of Forest Park authorizing the Mayor to sign and accept a

Economic                     Community Economic Adjustment Planning Assistance Grant for

Adjustment                   Calendar years 2008 and 2009 from the Department of Defense

Planning Asst.:              Office of Economic Adjustment for the purpose of preparing an Outreach and Comprehensive Reuse Plan for Fort Gillem and to appropriate the matching funds from the transfer/Capital Replacement Fund Line Item #100-22-1510-61-1001; to provide for severability; to repeal all ordinances and parts of ordinances in conflict herewith; to provide an effective date; and for other purposes. 

 

                                    Mr. Judson made a motion to approve the Ordinance, seconded by Ms. McCord.  Voting for the motion was unanimous.

 

Comments by               Ms. Lord advised she will be holding a Community Meeting for

Governing Body:           Ward 5 on May 31st at 3 p.m. at the Police Department.

 

                                    Ms. McCord stated she held her first Community Meeting which was very successful with over forty residents with 12 streets represented.

 

                                    Mayor Deyton asked for volunteers to help deliver Meals on Wheels to residents in Forest Park.

 

Adjournment:                Ms. Adams made a motion t adjourn, seconded by Mr. Judson.  Voting for the motion was unanimous.
