2.&n= bsp; Consider an Ordinance by the City Council for the City of Forest Park, Georgia, to authorize funds to be added to the E911 Budget for the following amounts and line items; $100,000.00 for Capital outlay, $50,000.00 for service supplier charges and $50,000.00 for salary and benefits costs for E911 Services; to repeal all Ordinances and parts of Ordinances in conflict herewith; to prov= ide an effective date; and for other purposes

= &nb= sp; = SUMMARY AND BACKGROUND: Additional amounts are requested to be appropriated from the E911 Fund Balance, to cov= er the following expected expenditures: $100,000 for equipment upgrades, $50,0= 00 to pay service suppliers for service fees collected, and $50,000 for alloca= tion of a portion of Communications personnel costs to the E911 Fund.

3.&n= bsp; Consider a Resolution by the City Council of the City of Forest Park declaring certain City prop= erty listed on Exhibit A, to be surplus property and to provide for its proper disposal either by auction or other methods pursuant to the City’s Ordinances; and for other purposes

4.&n= bsp; Consider an Ordinance by the Governing Body of the City of

Forest Park, Georgia, establishing the Bud= get for Special

Revenue Fu= nds for the Fiscal Year 2009-2010

= SUMMARY AND BACKGROUND: The Special Revenue Funds are used= to account for the proceeds of specific revenue sources that are restricted to expenditures for specified purposes. These funds consist of various Grants and Projects that are not incl= uded in the general operations of the City.&nbs= p;

5.&n= bsp; Consider an Ordinance by the City Council for the City of

Forest Park, Georgia, to adopt the “City of Fo= rest Park Investment Management Policy and Procedures” attached hereto as Exhibit A and incorporated herein by reference; to provide for severability; to repeal all Ordinances and parts = of Ordinances in conflict herewith; to provide an effective date; and for other purposes

= &nb= sp; = SUMMARY AND BACKGROUND: The City = needs to adopt a formal investment policy. Most Cities and Counties have a standa= rd conservative investment policy in place. Also, the City’s auditors ha= ve recommended that a formal investment policy be adopted.

6.&n= bsp; Consider request from the Department of Police Services for

= the following line item transfers:

· $1,500 from Line Item 100-31-3210-52-3204 (Walkie Talkie Radio) to Line Item 100-31-3200-53-1210 (Utilities/Water)

· $4,500 from Line Item 100-31-3210-53-1702 (Uniforms) to Line Item 100-31-3210-53-1= 231 (Utilities/Electricity)

= $25,000.00 from Line Item 100-22-1510-52-1004 (City Attorney Fees) to Line Item 100-55-7410-52-1200 (Municipal Planning)

8. Consider an Ordinance by the City Council of the City of Forest Park authorizing the Mayor to sign and accept= a Community Economic Adjustment Planning Assistance Grant for Calendar Years = 2009 and 2010 from the Department of Defense Office of Economic Adjustment for t= he purpose of preparing an Outreach and Comprehensive Reuse Plan for Fort Gill= em and to appropriate the matching funds from the transfer to LRA Fund Line It= em #100-22-1510-61-1006; to provide for severability; to repeal all Ordinances= and parts of Ordinances in conflict herewith; to provide an effective date; and= for other purposes
