REGULAR MEETING OF MAYOR AND COUNCIL OF JUNE 6, 2011

 

 

Call to Order:               The Regular Meeting of Mayor and Council of June 6, 2011 was                                               called to order by Mayor Corine Deyton at 7:00 p.m.

 

Invocation:                    The invocation was given by Councilwoman Maudie McCord followed by the Pledge of Allegiance to the American Flag.

 

Roll Call:                      Mayor Corine Deyton, Mayor Pro-tem Sparkle Adams, Councilman Donald Judson and Councilwomen Maudie McCord, Linda Lord and Karen-Brandee Williams.

                                   

                                    Also present were City Manager John Parker, Director of Finance, Mike Blandenburg, Director of Planning, Building and Zoning Steve Pearson, Director of Public Works Mike Gippert, Director of Recreation and Leisure Services Elaine Corley, Director of Support Services Christine Terrell, Colonel Tommy Orr, Chief Eddie Buckholts, Management Analyst Angela Redding and City Attorneys Joe Harris and Robert Mack.

 

Approval of                  Mr. Judson made a motion to approve the following minutes:

·        Budget Meeting of Mayor and Council of May 18, 2011

·        Budget Meeting of Mayor and Council of May 19, 2011

 

                                    Seconded by Ms. Adams. Voting for the motion were Mr. Judson, Ms. Adams, Ms. Lord and Ms. McCord.  Ms. Williams voted against the motion.  The motion carried.

 

Comments by               Angenetta Williams – She stated as a citizen of Forest Park, and spoke in favor of the present Breastfeeding ordinance. 

 

                                    Willie Finch – stated he has had trash on his street for the last two months and it needs to be picked up.

 

                                    Pamela Lake – spoke about the Breastfeeding Ordinance, commended the City on the Main Street Redevelopment and informed everyone we would be breaking ground soon for the new public library. 

 

                                    Wayne Clark – commented on the new stop sign installed at the corner of College Street and Jonesboro Road.

 

Comment Period          The following commented on the present “Public Indecency”

By Non-Residents:       Ordinance which exempted breastfeeding for children under the age of two:

Recess:                         Mr. Judson made a motion to recess for a public hearing, seconded by Ms. Adams.  Voting for the motion was unanimous.

 

Public Hearing:             Mr. Judson made a motion to open the Public Hearing to receive

Places of Assembly:      comments on the proposed amendments to the City Zoning Ordinance, specifically, Title 8, Chapter 8 thereof, known as “The Zoning Ordinances of the City of Forest Park”, seconded by Ms. McCord.  Voting for the motion was unanimous.

 

                                    Mayor Deyton asked if there was anyone present to speak concerning this Ordinance.  No one was present to speak.

 

                                    Mr. Judson made a motion to close the public hearing, seconded by Ms. Adams.  Voting for the motion was unanimous.

 

Public Hearing-             Ms. Adams made a motion to open the Public Hearing to receive

Budget:                         comments on the proposed budget for fiscal year 2011-2012, seconded by Mr. Judson.  Voting for the motion was unanimous.

 

                                    Mayor Deyton asked if there was anyone present to speak concerning the proposed budget.  No one was present to speak.

 

                                    Mr. Judson made a motion to close the Public Hearing, seconded by Ms. Lord.  Voting for the motion was unanimous.

 

Proclamation:                Mayor Deyton and Mayor Pro-tem Sparkle Adams presented a proclamation and watch to Richard “Rick” Allen, retiring after twenty-two years in the Fleet Services Division.

 

Ordinance -                  Request was made to consider an by the City Council for the City

Places of Assembly:      of Forest Park, Georgia, to amend Title 8, Chapter 8 of the Code of  Ordinances, so as to re-establish an existing distance requirement between places of assembly; to define places of assembly; to provide for severability; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes.

                                   

                                    Ms. Williams made a motion to reject the Ordinance.  The motion died for lack of a second.

 

                                    Ms. McCord made a motion to approve the Ordinance, seconded by Ms. Adams.  Voting for the motion were Mr. Judson, Ms. Adams, Ms. McCord and Ms. Lord.  Ms. Williams voted against the motion.  The motion carried.

 

Ordinance -                  Request was made to consider an Ordinance by the City Council

“Public Indecency”:       for the City of  Forest Park, Georgia to amend the Code of Ordinances of the City of Forest Park, specifically Title 11, Chapter 1 thereof, so as to reaffirm the City’s preexisting policy and ordinance that  exempted and excepted children under the age of ten years, breastfeeding, and plays, operas or ballets from the “Public Indecency” Ordinance; to remove same and amend the Breast Feeding exemption; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes. 

 

                                    Mr. Judson made a motion to approve the Ordinance, seconded by Ms. Adams.  Voting for the motion were Mr. Judson, Ms. Adams, Ms. Lord and Ms. McCord.  Voting against the motion was Ms. Williams.  The motion carried.

 

Ordinance -                  Request was made to consider an Ordinance by the Governing

Budget:                         Body of the City of Forest Park, Georgia establishing the budget for the fiscal year 2011-2012.  

                                   

                                    Ms. Adams made a motion to table this Ordinance until the next regular meeting for more information, seconded by Mr. Judson.  Voting for the motion was unanimous.

 

Resolution -                  Request was made to consider a Resolution by the City Council of

Declare City                 the City of Forest Park declaring certain City Property, listed on

Property surplus:           Exhibit A, to be surplus property and to provide for its proper disposal either by auction or other methods pursuant to the City’s Ordinances; and for other purposes.

 

                                    Ms. Lord made a motion to approve the Resolution, seconded by Mr. Judson.  Voting for the motion was unanimous.

 

Adjournment:                Ms. Adams made a motion to adjourn, seconded by Ms. Lord.  Voting for the motion was unanimous.

 

                                    The meeting adjourned at 7:45 p.m.
