REGULAR MEETING OF
MAYOR AND COUNCIL OF
Call to Order: The regular meeting of Mayor and Council of September 17, 2007 was called to order by Mayor Corine Deyton at 7:00 p.m.
Invocation: The invocation was given by Pastor Reed Crumbliss of the First Baptist Church of Forest Park followed by the Pledge of Allegiance to the American Flag.
Roll Call: Mayor Corine Deyton, Mayor Pro-tem Donald Judson, Councilman David Halcome and Councilwomen Debbie Youmans and Sparkle Adams.
Also present were City Manager John Parker, Director of Finance Mike Blandenburg, Director of Planning, Building and Zoning Steve Pearson, Director of Public Works Mike Gippert, Management Analyst Angela Redding, Asst. Chief Tommy Orr, Deputy Director of Recreation and Leisure Services Sharon Smith, Beverly Martin, Support Services, Fire Marshall David Halcome and City Attorney Joe Harris.
Approval of minutes: Mr. Judson made a motion to consider the minutes of the Work Session and Regular Meeting of September 4th together, seconded by Mr. Halcome. Voting for the motion was unanimous.

Comment Period: Mr. Roy Lunsford stated while
campaigning in Ward 5, he was asked to convey a rat problem from Ms. Richie,

Ms. Dianne Lunsford spoke. She asked how does Planning and Zoning go about writing citations for homes in such deplorable conditions. She stated while walking streets in Ward 5, she saw many of these neglected homes and many without house numbers.
Ordinance – Control The Ordinance by the City Council for the City of
Of Dangerous Dogs: Forest Park, Georgia, to amend Title 11, Chapter 3, Article C of the Code of Ordinances of the City, entitled “Control of Dangerous Dogs” so as to expand and add to the definition of a “potentially dangerous dog”; to provide for severability; to repeal all ordinances and parts of ordinances in conflict herewith; to provide an effective date; and for other purposes was tabled from the previous meeting.
Mr. Judson made a motion to remove the Ordinance from the table, seconded by Ms. Youmans. Voting for the motion was unanimous.
Mr. Judson made a motion to adopt the Ordinance by the City Council for the City of Forest Park, Georgia, to amend Title 11, Chapter 3, Article C of the Code of Ordinances of the City, entitled “Control of Dangerous Dogs” so as to expand upon and add to the definition of a “potentially dangerous dog”; to expand upon and add to the definition of “proper enclosure”; to provide for severability; to repeal all ordinances and parts of ordinances in conflict herewith; to provide an effective date; and for other purposes, seconded by Ms. Adams. Voting for the motion was unanimous.

Mr. Judson made a motion to approve the request for a new on-premises consumption alcohol license for liquor, beer and wine from Scorchers, seconded by Ms. Youmans. Voting for the motion was unanimous.
Ordinance- Edward Request was made to consider an Ordinance by
Byrne Memorial the City Council of the City of
Justice Grant: authorizing the Mayor execute an
Agreement with the Department of Justice for an Edward Byrne Memorial Justice
Assistance Grant, 2007-DJ-BX-0129 Award Year 2007 in the amount of twenty four
thousand, three hundred and eighty eight dollars ($24,388.00) to be added into
the budget of the Police Department; to provide an effective date; and for
other purposes.
Mr. Halcome made a motion to approve the Ordinance, seconded by Ms. Adams. Voting for the motion was unanimous.

authorization for the City Manager to sign a final plat as approval of the

Resolution – License Request was made to consider a Resolution by
Agreement -
Team the City Council of the City
of
Sports League: authorizing the Mayor to execute
a License Agreement with Business & Technology Outreach Corporation D/B/A
Team Sports League for the use of Forest Park Recreation Center Gym and
Concession Stand for the dates of November 9, 10, 2007 to conduct a Basketball
Tournament; to provide for severability; to provide an effective date; and for
other purposes.
Mr. Judson made a motion to approve the Resolution, seconded by Ms. Youmans. Voting for the motion was unanimous.
Ordinance - Request was made to consider an Ordinance by
Good Neighbor the City Council of the City of
Day Block
Party: authorize funds not to
exceed the amount of four thousand dollars ($4,000.00) from the Ward 1 Project
Account and funds not to exceed four thousand dollars ($4,000.00) from the Ward
2 Project Account for the General Expenses of the Good Neighbor Day Block
Party; and for other purposes.
Mr. Judson made a motion to approve the Ordinance, seconded by Ms. Youmans. Voting for the motion was unanimous.
Use of Facilities Request was made to enter into a “Use of
Contract –
Hendrix Facilities Contract” with
Clayton
Drive
Elementary: Schools for the use
of Hendrix Drive Elementary on Sunday, September 23rd for the Good
Neighbor Day Block Party for Wards 1 and 2.
Mr. Judson made a motion to approve the request to enter into this Contract, seconded by Ms. Adams. Voting for the motion were Mr. Judson, Ms. Adams and Ms. Youmans. Mr. Halcome abstained.
Employment
Contract: Request was made to consider
an Employment Agreement with the City Manager.
This Agreement begins
Mr. Judson made a motion to approve the Employment Agreement, seconded by Ms. Youmans. Voting for the motion was unanimous.
Committee Reports: Mr. Parker explained voters will go to the polls tomorrow to vote on the Tax Allocation District. He stated this is the first time the legislature passed a law that actually provides the City to do redevelopment without the tax monies coming from people that live here.
