Minutes

 

 

A regular meeting of the Forest Park/Fort Gillem Local Redevelopment Authority was held on Wednesday, May 28, 2008, at the Forest Park City Hall, 745 Forest Parkway, Forest Park, GA 30297.

 

Board Members: John Westervelt, Chairman; Sparkle Adams; Corine Deyton; Donald Judson; Linda Lord; Maudie McCord, John Parker, Debbie Youmans. Mike Beatty was absent.

 

Staff, Legal Counsel and Others: Fred Bryant, Executive Director; Glynn Ryan, Forts McPherson/ Gillem BRAC Coordinator; Phil Browning, GMACC;  Bob Tritt and Steve Labovitz, McKenna, Long and Aldrich; David Welch, LNR; Bob Currie, Weeks Robinson.

 

Chairman Westervelt called the meeting to order at 6:00 p.m. It was determined that a quorum was present. The following matters were addressed:

 

Approval of Minutes:   John Parker made a motion to approve the minutes of the April 23rd meeting, seconded by Maudie McCord. The Board voted to approve the minutes, Sparkle Adams abstaining. 

      

Chairman’s Announcements and Comments:

John Westervelt welcomed everyone to the meeting.

 

Executive Director’s Update:

Fred Bryant briefly discussed the following:

 

On May 27th, the LRA forwarded to U.S. Department of HUD what we believe to be the final revised LBA and Deed of Trust.

 

The Army, GA SHPO, and LRA continue to discuss the draft Programmatic Agreement. The last meeting was May 23rd. On June 26th, Fred will meet with SHPO to discuss buildings that may be available for adaptive reuse. At this time, only Building 101 is being considered. He will brief the Board at the next LRA meeting.

 

Old Business:

None.

 

 

 

New Business:

The Fort Gillem Operating Plan Request for Proposal Evaluation Committee (Odessa Archibald; Albert Barker; Kimberly James; Darnell Moorer; David Painter; Steve Pearson; Nigel Pennycooke; Robin Roberts; Ezra Robinson; and Gary Ross) met on May 15th to begin its review process.  Anticipate completion of their work by the end of this week and a final review meeting on Monday, June 2nd. Chairman Westervelt directed that a called LRA Board meeting be held on Tuesday, June 3rd, at 6PM, to receive the Committee’s recommendation.

 

Marybeth Leavell, Executive Director of the Forest Park Street School, presented a letter requesting consideration for 20 acres on Fort Gillem that would be used to provide a new campus for the school. Chairman Westervelt indicated that the request would be considered at the appropriate stage of the project.

 

Fred provided a talking paper for the upcoming visit of the new Deputy Assistant Secretary of the Army, Mr. Calcara .Mr. Calcara will be at Forest Park City Hall from 9-12 AM on Wednesday, June 5th. All Board members are invited to participate. The meeting with Assistant Secretary Eastin and our Senators is still being coordinated.

A main topic for discussion is Main Street-Hood Avenue.

 

The next Association of Defense Communities meeting will be held in Monterey, CA, from 10-13 August. Board members wishing to attend should notify either Fred or Jan Young as soon as possible.

A motion was made by Debbie Youmans to adjourn the meeting. The motion was seconded by John Parker.  The meeting was adjourned at 6:25 p.m.
