July 22, 2009

Minutes

A regular meeting of the Forest Park/Fort Gillem Local Redevelopment Authority was held on Wednesday, July 22, 2009, at the Forest Park City Hall, 745 Forest Parkway, Forest Park, GA 30297.

Board Members: Sparkle Adams; Corine Deyton; Gail Hambrick; Donald Judson; Linda Lord; Maudie McCord; John Parker; Sonna Singleton and John Westervelt.

Staff, Legal Counsel and Others: Fred Bryant, Executive Director; Michelynn Carellas, Fort McPherson BRAC Office; Joe Harris, City Attorney; Bob Tritt and Steve Labovitz, McKenna Long; and Lisa Keeling, Ted Nettles and Jeff Giangiuli, Army BRAC Disposal Team.

John Westervelt called the meeting to order at 6:00 p.m. It was determined that a quorum was present. The following matters were addressed:

Approval of Minutes: John Parker made a motion to approve the minutes of the June 30th, 2009 meeting, seconded by Linda Lord. The Board voted unanimously to approve the minutes.

Chairman’s Announcements and Comments:

John Westervelt welcomed everyone to the meeting.

Executive Director’s Update:

None.

Old Business:

None.

New Business:

Lisa Keeling, Ted Nettles and Jeff Giangiuli of the Army BRAC Disposal Team provided a briefing on the EDC Application Process and Review/Approval Procedures.

Fred Bryant provided the LRA Board with letters of interest from three organizations/companies that desire to locate on the 1190 acres at Fort Gillem.

The Gillem Community Church is working to purchase the Fort Gillem Chapel and furniture that is located in the Army Enclave and desires to acquire approximately five (5) acres of land to relocate it to the surplus area or elsewhere.

The Strategic Mobility 21 project desires to locate an intermodial site that would support military, homeland security and commercial operations at Fort Gillem. Details are being worked out with Norfolk Southern Railroad and appropriate State and Federal agencies.

The Army Air Force Exchange Atlanta Distribution Center desires to continue its operations from Building 516 and adjacent buildings/ parking areas after the closure of Fort Gillem. Details, including property lease or purchase options, are being worked out with appropriate Federal agencies. A briefing will be provided to the LRA Board at the regular August meeting.

The next regular meeting will be August 26, 2009, at 6:00 PM.

A motion was made by John Parker to adjourn the meeting. The motion was seconded by Maudie McCord. The meeting was adjourned at 6:47 p.m.
