The following is a department by department status report of priority activities, projects and initiatives for the month of  April, 2008.

 

DEPARTMENT OF POLICE SERVICES

 

TRIAD

Triad held their annual barbecue and raffle will be held April 18 from 11:00 am – 1:30 p.m. The barbecue was a great success

 

COPS

C.O.P.S. Officers assisted with the TRIAD Barbecue on April 28th.  They also assisted in passing out fliers for the Ward I community meeting.

 

Citizens Police Academy

Both the Citizen’s Police Academy and the Hispanic Citizen’s Police academy are currently in session, conducting classes in a variety of topics including use of force and various crime prevention topics.

 

Patrol

Sgt. Cory Cloud spoke with the Sonoco employees on 04-28-08 about gang violence in support of their safety week. There were 20 employees in attendance.

 

On 4-19-08 at 0121 Baker team apprehended a subject named Virgil Price during the commission of a theft.  Price used a saws-all to cut 2 catalytic converters but was caught before he could escape.

 

Administration

State certification files are currently being updated with the state accreditation on-site scheduled for the week of June 2-7.

 

The assessment center for Sergeant was held on April 28 and 29th with assessors from other agencies evaluating the candidates.  The assessors were very complementary of both the candidates and the process which was coordinated by Capt. Lilliana Stevens.

 

A crime prevention meeting for all mini-mart owners was held April 25th.   There were five store owners in attendance.

Affiliate Board Activity

 

Architectural Design Review Board

 

The Architectural Design Review Board held a meeting on April 22nd, 2008 to review plans for Park Pointe Shopping Center 661 Forest Parkway, Forest Park, Ga. 30297. After reviewing the plans with Rob Tomasello the Board voted unanimously to approve the plans.

 

Planning and Zoning Board

 

The Planning and Zoning Board held a public hearing on April 30th, 2008 to consider a petition has been filed by Reverend Charles Grant, Clayton County Community Service Authority, Inc. to rezone a 0.918 acre tract of land, Clayton County Tax ID Number 13-49A B001 aka 1023 Finley Drive, Forest Park, Georgia 30297. The parcel is currently zoned RM-85 Multi-Family Residential and is improved with a brick house and several accessory buildings.  Reverend Grant desires to utilize this house structure for administrative offices as an ancillary use to his current operation at 1000 Main Street, Forest Park, Georgia 30297. Reverend Grant has petitioned to change the current zoning RM-85 to C-2 Central Commercial to accommodate the proposed use.  The Planning and Zoning Board considered this petition on April 30th, 2008 and unanimously recommended to approve the petition.  The Planning and Zoning Board forwarded their recommendation to Mayor & Council and final consideration will be heard at the regular meeting of Mayor and Council on May 19th, 2008.

 

Special Interest

 

Roy L. Turner has joined the Planning, Building and Zoning Dept. as Code Compliance Officer. He began his employment April 2nd, 2008. Roy has a strong background in Public Service with the City of Atlanta and DeKalb County. He has served as a Code Officer for DeKalb County since 2003. Mr. Turner has completed his three (3) year course, and on May 1st, 2008 was awarded Georgia Association of Code Enforcement Certification. Our congratulations and welcome to Roy as a member of the Planning, Building and Zoning team.

DEPARTMENT OF PUBLIC WORKS

 

Street Division:

            Street crews work diligently laying 40 feet of 18 inch pipe in the ditch line along Middlebrook Drive.  Crews worked clearing fallen trees from roadways on the north and south side of town, along with right-of-way clean-ups of debris in ditches, cutting bushes, and opening blocked storm drains.  Crews also completed 21 special sanitation pick-ups of leaves, limbs, and debris.

 

Building Maintenance:

            Major projects for the Maintenance crews have been the renovation of recreation office by removing all carpet from side office and prepared and installed tiles and waxed floors. Also installed a quarter round countertop around the office. Repairs were completed at the outdoor pool area, all floors were repainted, drains cleaned, pressure washed all decks and scraped and painted the exterior building. Checked and repaired all lights and fencing, painted all ceilings and doors, installed guard chairs, umbrellas, ladders, hand rails, and hung rules and regulations sign in preparation for pool opening. Hung sound proof panels, crown molding, and insulation in City Manager office and repaired clearance bar at the drive thru window. Other projects completed by Building Maintenance crews included work orders for all buildings and departments.

 

Parks Division:

            Parks crews were maintaining park areas and preparing fields for the upcoming football and baseball seasons.  Crews cut and weeded right-of ways along with their regular daily duties of Recreation and Leisure set-ups revolving around the recreation facilities and Senior Building activities.  Crews also helped Street Division personnel with the laying of pipe on Middlebrook Drive.

DEPARTMENT OF FIRE/EMS

 

  • Five employees of the Fire Department attended Georgia Weekend at the National Fire Academy in Emmittsburg, Maryland. All participants attended a 16-hour course and experienced the National Academy environment.  Attending were:

 

Capt. Robert Brackett, Lt. Barry Welch, FAO Willie Sanders, FAO Lowell Loggins and FF/EMT Richard Mahoney.

 

  • A Rescue Unit and personnel assisted with the Annual Fishing Rodeo at Ft. Gillem which is hosted annually to allow children to experience the joys of “landing a lunker”.

 

  • Fourteen fire personnel participated in a Fire Apparatus Operator (FAO) Assessment with the following personnel being promoted to FAO:

 

Sgt. Lowell Loggins, Sgt. Ian Hogan, FF/EMT Jason Brown and FF/EMT Joshua Young. Congratulations are in order for all these.

 

  • Major Matt Jackson and FF/EMT Chance Williams attended the Fire Department Instructor's Conference in Indianapolis. This is a conference where firefighters from all over the world attend to take classes and share the latest advancements

in the industry.

OFFICE OF THE CITY MANAGER

 

Sidewalks to Schools, Phase III and Transit Oriented Pedestrian Improvements Projects

GDOT approved right-of-way drawings have been forwarded to the City for these projects.  The next step is to request the City Attorney perform a title search for each property requiring a construction easement.

 

Livable Centers Initiative (LCI)-Main Street Streetscape Project

The City has submitted the right-of-way documents to GDOT for temporary construction easements acquired to date.

DEPARTMENT OF ADMINISTRATION / FINANCE

 

Expenditures (preliminary totals) for the General Fund for the month of April are $1,636,056 or 8.67% of the budget.  Year-to-date preliminary expenditures for the General Fund are $14,335,883 or 75.97% of the budget (fiscal year July 2006 – June 2007). For comparison purposes, the period of July through April represents 83.33% of the budget year. Total expenditures for the General Fund remain under budget for the ten month period of July through April.

 

Local Option Sales Tax revenue received in April is $409,857 compared to $368,851 for April of the prior year. The fiscal year-to-date total received is $4,145,343 or 78.21% of the budget. The percentage of the budget year through April is 83.33% of the year; therefore, revenue from Local Option Sales Tax remains less than budget through April.

DEPARTMENT OF RECREATION AND LEISURE SERVICES

 

For the month of April 2008 the Recreation Department started league play in the following activities:

 

*          Adult Softball – Registered five teams for the Tuesday night Coed League.  Games times are 7pm, 8pm, and 9pm.  Also we registered five teams for Wednesday night adult men, with game times at 7pm, 8pm and 9pm.  For both leagues there are a total of 150 participants.

 

*        Adult Basketball – Registered six teams for Wednesday night adult men league.  Game times are 7pm, 8pm, and 9pm.  There are 72 total participants.     

 

*          Soccer – Registered 277 players, between the ages of 4 years through 12 years old.  They play on Saturdays starting at 9am and ending at 3pm. 

 

*          Girls Volleyball – Registered eight teams.  They play on Monday and Tuesday nights at 6:15pm and 7pm each night.  There are a total of 80 girls that participate between the ages of 12 and 16 years old.

 

*          Tee-Ball and PeeWee Ball – Registered 277 players between the ages of 4 years through 12 years old.  They play on Saturdays starting at 9am through 3pm.

 

*          Swim Lessons – The most recent session of youth and adult lessons started April 12, 2008.  We have 15 participants in our youth class, and 5 in our preschool class.  This class takes place on Saturday mornings 11am-12:30pm. 

 

*          The Indoor Pool was available for the public’s use on Tuesday and Thursday nights 7pm-9pm during the month of April 2008.

 

*          Daily gym use 730 for the month of April 2008.

 

            *          Wellness Programs

                                    Water Aerobics – Monday & Wednesday 6pm-7pm

                                    Yoga – Wednesday evening 6:45pm-8pm

                                    Water Exercise – Monday & Wednesday 1pm-2pm

SENIOR ACTIVITIES

 

                        This has been a very busy month here at the Senior Center from things to do outside, the Red Hatters to Strawberry Picking! 

 

*          The Red Hatters went to Oakwood Restaurant and had a good meal and meeting as they always do.  They set the program for the next few months, so they will be busy.    

 

*          Then came the covered dish lunch and as usual the Seniors love to cook and eat.  We had about 30 Seniors to set out a great table.

 

*          TRIAD was our next program and the Seniors all helped with the BBQ and worked together. 

 

*          Our Shuffleboard trip was fun and the tournament is getting us ready for the Olympics herein Forest Park in May 2008.  This tournament starts our busy season that leads up to the September State Tournament.

 

*          Our regular weekly programs have been growing and keep the Seniors on the go.  We have the BINGO Lunch and Breakfast, WII Bowl and Tennis, Cards, Computer games, TRIAD and the puzzles, games, drop ins that are here at the Senior Center all the time.  April is finishing and May will be even busier as it is Senior Month.
