AFFILIATE BOARD ACTIVITY

 

Planning and Zoning Board

 

The Planning and Zoning Board held a public hearing on May 6th, 2009 at 7:30 p.m. in the courtroom within the Agnes B. Bateman Community Development Bldg, 785 Forest Pkwy., Forest Park, Ga. 30297. At issue was to consider a petition for Conditional Use for “Child Care Center” by Tammy Johnson Copeland for 5816 Ash Street, Forest Park, Georgia 30297.  David Rashmir made a motion to approve the petition.  There being no second to the motion, the motion died. Subsequently, the petition went before Mayor and Council on May 18th, 2009 for final consideration. Council voted unanimously to deny the petition.

 

The Planning and Zoning Board held a public hearing on May 20th, 2009 at 7:30 p.m. in the courtroom within the Agnes B. Bateman Community Development Bldg, 785 Forest Pkwy., Forest Park, Ga. 30297. At issue was to consider a petition (Final Plat) submitted by Bill Kizer FDFPK, LLC; developer and Patsy Brown and Pamela L. King; co-executor(s) estate of Palmer R. Bell to subdivide a 6.16 acre tract located at 4018 Jonesboro Road. (Former Bell’s Junkyard site)  The 6.16 acre tract will be subdivided into two (2) tracts. Tract 1 would contain 0.842 acres and Tract 2 would contain 5.317 acres; both tracts will share a common entrance via a 0.266 acre ingress/egress easement.  Tract 1 is the site location of a new Family Dollar store; which construction plans have been reviewed, approved and a Land Disturbance Permit has been issued. This subdivision will allow for future development on the 5.317 acre Tract 2.  This petition has been submitted under CFPCO Section 8-7-13(f) Short-Cut Method.  The Planning and Zoning Board unanimously approved and signed the Final Plat on May 20th, 2009.    Subsequently, the petition went before Mayor and Council on June 1st, 2009; at which time it was unanimously approved.

DEPARTMENT OF PUBLIC WORKS

 

Street Division:

            Street crews were kept busy after the storms removing fallen trees in roadways and cleaning out storm drains and ditches. Bushes and shrubs were cut back on right of ways to ensure visibility for oncoming traffic. Crews also fix potholes at West Street, South Avenue, and Birch Street. Crews replaced the sidewalk at 775 and 867 Main Street.

            1102 Rocksprings Street, 1161 Rockcut Road, 4692 College Street, 846 Cascade Drive, 4610 Mitchell Street, and 5094 Jones Road

 

Special Sanitation Pickups:

            5686 Skyland Drive, 1133 South Parkwood Drive, 5182 Old Dixie, 5637 Ash Street, 1033 Cedar Circle, 1121 Ponderosa Park Drive, 1118 South Parkwood Drive, and 4625 Mitchell Street

 

Building Maintenance:

            Crews finished the renovation at the Police Department, which included repainting the walls in the entry way, painting the courtroom, and repainting the trimming on the outside of the building. Crews caulked and painted the inside of the stadium walls, cleaned and painted the locker rooms, office, and equipment room, pressure washed concession stand floors and replaced ceiling tiles in the front office and restrooms. Other projects completed by Building Maintenance crews included work orders for all buildings and departments.

 

 Parks Division:

            Parks crews were maintaining park areas and right-of ways and cleaning out and preparing flower beds for planting along with their regular daily duties of Recreation and Leisure set-ups revolving around the recreation facilities and Senior Building activities.  Crews also helped Street Division crews with tree removals and leaf and limb pick-up.

LCI Supplemental Study Grant

Forest Park Town Center│Overlay District

 

The City of Forest Park received a LCI Supplemental Grant in the amount of $17,500 with a local match of $17,500 to create a zoning overlay district for the original LCI Main Street project and Fort Gillem.

 

The City of Forest Park will create an overlay district to be applied to the original LCI Main Street Redevelopment project and to 1,190 acres of property on Fort Gillem that will be made available to the City on or after September 15, 2011.  The proposed study will enable the city to:  conduct a detailed review of existing zoning and development regulations; propose for public review and comment changes necessary to create the appropriate zoning and development regulations for an overlay district; and, create and implement an overlay district for the LCI study area.

DEPARTMENT OF ADMINISTRATION / FINANCE

 

Expenditures (preliminary totals) for the General Fund for the month of May are $1,143,659 or 5.83% of the budget.  Year-to-date preliminary expenditures for the General Fund are $15,471,585 or 78.87% of the budget (fiscal year July 2008 – June 2009). For comparison purposes, the period of July through May represents 91.67% of the budget year. Total expenditures for the General Fund remain under budget for the eleven month period of July through May.

 

Local Option Sales Tax revenue received in May is $506,324 compared to $403,396 for May of the prior year. The current fiscal year-to-date total received is $4,960,016 or 96.50% of the budget. The percentage of the budget year through May is 91.67% of the year; therefore, revenue from Local Option Sales Tax remains more than budget through May. The strong amount received in May allowed the revenue to stay ahead of budget.

DEPARTMENT OF FIRE AND EMERGENCY SERVICES

·         All Fire personnel on a shift-by-shift basis completed walk-thru familiarization and pre-planning at Hexion Chemical Plant on Barnett Road.

 

·         Fire Personnel did an outstanding job collecting $4414.83 for the Georgia Firefighters Burn Foundation during the annual “Give Burns the Boot” campaign. Area residents and community are to be especially commended for contributing to this great cause during such troubled economic times.

 

·         Capt. Barry Hopper and Major Matt Jackson assisted the GFBF CAMP-OOO-U-LA camp for burned children as camp counselors for a week.

 

·         Sgt. David Herrin and FAO Barlow participated in the Career Day at Fountain Elementary School with approximately 150 children in attendance.

 

·         FAO Bobby Taylor, FAO Richard Mahoney, FAO Lowell Loggins and FF Rafael Allen participated in Career Day at J.E. Edmonds Elementary School with approximately 75 children in attendance.

 

·         Fire Personnel on C-Shift participated in the International Day at Clayton County Head Start displaying apparatus and teaching fire safety education to approximately 250 children.

 

·         B-Shift personnel utilized the fire safety trailer to teach approximately 25-30 children participating in the Chick-Fil-A Bicycle Rodeo.

 

·         A-Shift personnel assisted by two CERT Members – Brenda Adams and Patty Ledford- provided fire safety education using the fire safety house to approximately 70 children at the Spring Festival.

 

·         Fire personnel presented the “Vial of Life” program to 20 seniors at the Jones Memorial Methodist Church.

 

·         All Fire personnel were trained by a representative of the Alzheimer’s Association in dealing with and treating patients with Alzheimer’s.

 

·         24 City employees were trained in CPR/First Aid.

 

·         19 City employees were trained in Defensive Driving.

DEPARTMENT OF RECREATION AND LEISURE SERVICES

 

WHAT’S HAPPENING!

 

Spring Festival – On May 2nd the Recreation & Leisure Services Department sponsored its annual Spring Festival.  Even though it was shortened due to the weather, there was a steady stream of people enjoying the festivities.  There were approximately 65 food and craft vendors.  D & N Amusement set up a moonwalk for the kids’ entertainment.  Forest Park Fire and Police Services were present with valuable safety information.  We were entertained by several musical groups including the Forest Park Silver Steppers. 

 

Training – J.R. Pierre completed the Certified Pool Operator Course.  The course was held on May 4, 5, 2009 in Macon.  This is a two-day course with exam given on the second day.  The CPO certification is valid for 5 years.  This course is sanctioned through the National Swimming Pool Foundation. The program is an advanced state of the art educational training program for those people managing and operating aquatic facilities.  Congratulations to J.R. Pierre for successfully completing the CPO. 

 

Hines Ward Football Camp – On May 30, 2009, the Recreation & Leisure Services Department sponsored their second annual Hines Ward Football Camp.  Approximately 250 to 300 aspiring professional players were on hand to take in all the tips given by the 15 to 20 professional football players, including Hines Ward, Santonio Holmes (The Super Bowl MVP), Jerome Bettis, and others.  The camp was a huge success and the Hines Ward Organization along with the Recreation Department is looking forward to next year’s camp.

 

For the month May, the recreation center continued league play in the following sports:  T-Ball (66 kids, 6 teams), Pee Wee Ball (44 kids, 4 teams), Girls Softball (46 kids, 4 teams), Youth Soccer (265 kids), Adult Softball (12 teams). We finished league play in our girls volleyball, with Pointe South Middle School winning the league.  We finalized girls basketball for the summer.  We will have 17 teams with eight (8) girls per team.  League play begins June 29th.

SENIOR ACTIVITIES

 

*          Swing into Spring was fun for the seniors. We cooked hot dogs and corn dogs, had a craft booth and enjoyed the day.  We all pitched in and are looking forward to the next festival.

 

*          The District Olympics was the next big activity.  It was our 19th year to host the Olympics.  We had about 70 participants in the activities, fed them and they all seemed to enjoy the day and the fellowship.

 

*          Card club, Dominoes, Line Dancing are still very busy groups and keep many of our seniors busy.  Then comes our exercise classes which are really growing.

 

*          Our first Mystery Dinner was fun for everyone.  They were all trying to guess where we were headed.  They finally guessed when we were close and the Pilgreens sign appeared.

 

*          Then the Ho Down came and it was really a great night.  We cooked BBQ and the fixings which everyone enjoyed.  We had the Line Dancers and then the Band which everyone always enjoys.  No one wanted to go home it was fun for all. 

 

*          The covered dish lunches are always a treat as everyone just brings a great dish and shares it with all the seniors.

TRIAD

 

TRIAD held their monthly meeting with the Clayton County Sheriff’s department updating citizen’s on their activities.  Personnel from Home Depot were also in attendance and gave a presentation about spring planting. Approximately 53 seniors were in attendance.

 

Citizens Police Academy

 

The Citizen’s Police Academy class held graduation ceremonies for the 14 people attending this session on May 12th. Clayton County Sheriff Kem Kimbrough was the guest speaker for the event.

A traffic stop conducted by Adam Team on Ash St. produced a convicted murderer with a stolen duty weapon, a knife and 25.2 grams of marijuana. The arrestee, Andre Fain of Lithonia, GA had served 21 years in prison in New Jersey.

 

Lt. Lopez has obtained his state certification for Supervision.

 

Officer Peterson completed Advanced Roadside Impaired Driving Enforcement (A.R.I.D.E.).

 

Charlie Team welcomes Officer Steven Ashworth to the team. Officer Ashworh graduated from Clayton Regional Academy in May.

 

 VIPER Team made arrests of three juveniles and an adult for graffiti cases that occurred at 4755 Hendrix Dr,  4362 Thurmond Rd and U-Haul.

CID

 

Detective Craig and Detective Averhart attended the neighborhood watch meeting on 05-05-09.

 

 Detective Craig, Detective Morris and Detective Averhart attended 4 hours of surveillance in service training at Clayton County Regional Academy on 05-07-09.

 

Two arrests were made in a burglary that occurred at 886 Linda Way thanks to an alert neighbor. The neighbor confronted two individuals as they were leaving the home and officers were able to quickly apprehend them.  Both suspects have a history of burglaries in Forest Park.
